User Streams isn’t typically meant to be used in multi-user contexts. Site Streams serves that function, but it’s in a limited availability beta. The documentation tells you how you can apply, but the constrained nature of the beta means that not all apps can join.
The firehose is very difficult to get access to. You would be better served thinking about certified partner providers of Twitter data.
