Stream for geolocation returning the wrong place

I’m trying to make an app in Python for search twitters in a particular city. For
that, I used the coordinates of the bounding box drawn on my town and
placed as the location for the stream api.
The site from which I took the bounding box was this: http://boundingbox.klokantech.com/

sapi.filter(locations=[-37.090359,-10.974982,-37.04092,10.920882],languages=[“pt”])

On the site to which I showed, get this location through the export to
CSV. I use the CSV or CSV Raw? Even with the bounding box on top of my
city, the stream is collecting tweets from all over the country. Can
anyone help me solve this?

https://dev.twitter.com/streaming/overview/request-parameters#locations check this doc out, it explains that it works on intersection of Tweets Place with the bounding box you pass. So if people are not really tagging their place with anything more precise than Portugal then you may get very broad results trawled.
