If you have a web application which would need a “sign on with Twitter account” type function that has a local account synced up to the Twitter account for the purposes of single sign-on is it permissible to use the Twitter user ID? I note in the rules of using the APIs it states “Do not store non-public user profile data or content” which would imply that you cannot do this.
