Someone else has a twitter name I want, and they have been inactive for over a year but it hasn't got deleted yet. Is there anything I can do to get the name I want?

I want to change my twitterhandle, but someone else already has it. However, they have been inactive for over a year, so shouldn’t their account get deleted? I just really need the twitterhandle since I’m an artist.
