Sign up for dev on another account if I wanna post there?

I see one user can only have one dev account and that makes sense, but I’m looking forward to post via API, on a Twitter account I havent created yet.

So I was wondering, in case I sign up for dev account on this current user account, will I be able to post to another account when I’ll have it set up and ready?
In case of yes, does that mean I can post different tweets on different user accounts from a single dev account?

Yes. The dev account simply owns the App keys, each user will have their own keys - fo convenience the developer portal gives you generated keys for the developer so you can test quickly, otherwise you need to implement the login with twitter flow or use PIN based auth:

A Developer account is just a twitter account that can use developer.twitter.com to create apps etc. For convenience, when you create keys for an app on https://developer.twitter.com/en/apps it uses your account, ianskenny to create access tokens.
