Set keywords criteria for downloading tweets but getting some tweets without those keywords

Hii there
I am downloading tweets with specific keywords. But at times streaming Api also downloads tweets which does not have any of my specified keywords…for example my keyword is “earthquake” but with other tweets having earthquake keyword I am also getting this one: "Stay safe #Lahore #Pakistan"
Although this tweet is potentially about earthquake but it does not have any keyword.

Can anyone tell, is it a streaming Api limitation or what?

Streaming API will match keywords on more than just tweet text: https://dev.twitter.com/streaming/overview/request-parameters#track
