after all of the changes thought I would ask,

have they reinstalled the ability to search via email addresses?
have they reinstalled the ability to search via latitude & longitude?
any news on locating IP Addresses from tweets (without having to trouble Twitters legal department)?

also I see the old way of changing the address line to save a whole accounts tweets to a xls doc no longer works, any ideas?

any updates gratefully received as I often get asked by law enforcement about accessing certain things

It must exist because it looks like that’s what they use in the official client to connect to your addressbook but I don’t think there is an official API for it.
