Returns 401 in creating lineItem that has a placement of PUBLISHER_NETWORK

I have an issue in making the placement into PUBLISHER_NETWORK, I always get {“The remote server returned an error: (401) Unauthorized.”}, but it is working in ALL_ON_TWITTER

this is the sample request = “https://ads-api-sandbox.twitter.com/4/accounts/gq1jft/line_items?campaign_id=i9u6&objective=TWEET_ENGAGEMENTS&product_type=PROMOTED_TWEETS&placements=PUBLISHER_NETWORK&advertiser_domain=#.com&automatically_select_bid=true&categories=IAB1-1&entity_status=PAUSED”. Is there something that I did in my request?
