As of 2016-05-13 19:30 UTC , new promoted video uploads through the API, video.twitter.com, and the Ads Creatives page are failing. We are actively looking into the root cause and plans to resolve the issue as soon as possible. All existing promoted videos remain available to use in campaigns, and serving of existing videos is unaffected.
This incident has been resolved as of 2016-05-14 4:09 UTC. Videos are now able to upload and process as normal. All impacted videos during the incident timeframe should be re-uploaded for use, as impacted videos were not successfully processed.
