@reply to tweet about a problem considered spam?

We have a customer who is interested in sending out tweets with advice for people tweeting about specific problems. For examples someone mentioning having a ketchup stain in their carpet.

What we have in mind would be very specific information pertaining to removing this kind of stain from carpet, and would not involve the mention of a specific product other then perhaps the name of the account. We would also provide a link with more details and an option to opt-out of any further tweets. We imagine doing this based on monitoring the stream, not based on a search.

Is this permissible or are we misinterpreting the use of the term “search” with regard to the automation rules?
