Replies / reply to tweets being shown

why aren’t all replies shown for the detail of a tweet that I know had more people reply to that tweet on twitter.com

example 1 shows all the total replies to a specific tweet and example 2 shows only some, why. Also, would you happen to know the algorithm behind this?

example 1: http://cl.ly/KIzz can’t see all of tweets, but know there are 21 replies

example 2: http://cl.ly/KIYf http://cl.ly/KIpb and this one only shows 7

The apps have their own logic for deciding which tweets to display in relation to another tweet. This logic evolves over time.
