you may send up to 5 messages in response within a 24 hour window.

Account limits for posting Tweets and Direct Messages are in 24 hour windows.

An account can send up to 1000 Direct Messages in a 24 hour window, but this is flexible for Direct Message bots.

The item you are picking out there, refers to the flexible way in which an app / bot can reply to messages.

For each individual inbound Direct Message received, you can reply to that 1 message, up to 5 times inside of 24 hours, without counting for more than 1 message. So that means you can build more conversational experiences, without needing to wait for back-and-forth replies from a user.

There is no way to extend the 24 hour period; it is core to the way that account and rate limits work on Twitter.
