Rate limit set to 0 permanently

I am building am app and the rate limits for the following services are permanently set to zero

…/direct_messages 0 15
…/statuses/mentions_timeline 0 15

This may have been a result of a programming error which caused a read loop to go infinite

Is it possible to get these reset ?
