Rate limit of POST-based requests is 15?

I read REST API Rate Limiting in v1.1 (https://dev.twitter.com/docs/rate-limiting/1.1)
and understand like below, is it correct?

• Except typical GET-based requests, all of POST or GET-based requests are allowed for 15 requests.
• But, rate limit for POST-based requests is per user basis(per access token).
• So, If user A launch application Z, and A ends up posting 5 Tweets (using POST statuses/update) with application Z.
• Then the remaining value of requests is 10 requests for Z and any other application, same window of time.

At this time POST-based limits are unchanged from v1 to v1.1. They are account-based allowances that have no relation to the application involved in their usage, with the exception of non-write-action POSTs like users/lookup.

Posting allowances, DM allowances, and so on are all intrinsic to the user and their current allowances are not available programmatically.

Under API 1.0, HTTP POST requests to submit data to Twitter are not rate limited,
I found it from Rate limiting documents (https://dev.twitter.com/docs/rate-limiting#rest)

But API 1.1 document on POST requests (like statuses/update) says
"Rate Limited? YES" (refer: https://dev.twitter.com/docs/api/1.1/post/statuses/update)

What does it means?

Is this too an error in the documentation? If not, what’s the rate limit for the same?

Yes, an error. Corrected. There are account limits for favoriting and an account can reach them, but they are not expressed as a rate limit.

what is the rate limit of the post request friendships/create? Documentation says yes to rate limited…

As documented in the account limits support page, the technical limit for creating friendships (following) is 1000 per day, but this may be restricted by rules around aggressive following. This is an adaptive limit and we don’t break it down to specific numbers per 15 minute rate limit window.

eg.

Requires authentication? Yes
Rate limited? Yes

So all of these help pages for posts mentioning Rate Limit = Yes can be ignored?

No, the point is that they are rate limited (as are all the endpoints), but create / POST endpoints do not have specific limits listed out on the rate limit page, they depend on account limits which are adaptive and listed in the support pages.
