I am having the same issue. I haven’t even started playing around with the App yet. Just sent a few REST falls (maybe 10 in the past hour) and browsing the Twitter Documentation.
It happens again. I can’t create new app now, with same error ‘Rate limit exceed’
It is happening with me right now?! Any solution?
