Repro:
- Prepare two accounts.
- Make one of them (account A) protected.
- Make sure that they follow each other.
- Tweet with unprotected account (account B) with this format: “@null @B test” (assuming that B is not following @null)
- Result: signal, or no signal. No consistency.
