Raed and write access to app

i recently created a new user account on twitter, then tried to get new keys for it at the following link…

while setting the permissions for a new app to read and wite as “Default Access Type” its showing an error saying …

Error
You must add your mobile phone to your Twitter profile before granting your application write capabilities. Please read https://support.twitter.com/articles/110250-adding-your-mobile-number-to-your-account-via-web for more information

I am confused, as earlier when i did the same a month ago there was no such thing. i want to know whether they have changed it and made it compulsary for users to have a mobile phone entry in profile for granting the write access to app…?
