Hi Twitter Developers,

My app want to get my friends information in Twitter by Twitter API ,and also want to search these friends information by Key Words Search ,but all these has access frequency restrict in Twitter API.
My quesetion is:(1)how can I use these API without access limit?
(2)Need I apply partner with Twitter or pay for using these API?
(3)How can I contact Twitter Developer help center ?Email or phone?
