Promoted-Only Tweets with video_id

On 2016-09-01 02:00 UTC, we identified an issue with the POST accounts/:account_id/tweet endpoint when using the video_id param in combination with video media uploaded by another user.

This only impacts videos that are uploaded using the POST media/upload endpoint when the additional_owners parameter is set and only when one of the other owners tries to use that video when creating a promoted-only tweet.

Please note that our teams are engaged and working toward resolving this as soon as possible.

We have identified the two underlying issues that were causing this problem.

the additional_owners values in requests to the POST media/upload (INIT) endpoint were not being recognized
incorrect media_ids were returned for previously uploaded videos

Fixes to these issues were deployed on 2016-09-03 03:30 UTC and 2016-09-08 14:45 UTC, respectively.

Our goal is to provide updates as soon as we have them. While these issues have been resolved, we did not provide an update in a timely manner. We apologize for any confusion this may have caused and will strive to do better in the future.
