Problem with API's

So I need some help with creating API’s for a college project. On one app, it says it’s suspended and I’m unable to delete it. When I try to create a new app, it says gives an error, saying “some existing client applications are suspended”

How do I get around this to create an API?

In the consumer key section, do i give the API key or the API secret key?
