Policy around pulling avatars

I just joined and posted (in Websites Forum, not sure where to post yet) about trying to scrape users’ avatars (for users we already have).

It’s only been 20 minutes and the post has gone missing. This leads me to believe that I’m attempting to do something that might violate Twitter usage guidelines.

Could someone direct me to a page/post that would explain the policy and how I might have violated it?

Feature probably should have been vetted before getting to me.
