Please help! How are some sites getting away without following Developer Design Requirements? Or maybe I don't understand the rules

I’ve read the Developer Display Requirements and the website StockTwits.com is not following these requirements. I’d like to know why they can get away with it or if my understanding of what’s required is incorrect. For example, Twitter requires that all tweet entities should be directed to Twitter. From what I understood that means that $symbol should be searched for in Twitter, but when it’s displayed in a tweet in StockTwits it’s directed at StockTwits pages. There are also several more violations, usernames are not preceeded by @ and even though a tweet is pulled in the username is linked to a StockTwits profile page instead of the user’s Twitter page. So is StockTwits following the rules and my interpretation of the rules are incorrect? Just like someone to please shed light on this important issue.
