Number of tweets published by period of time

The question is quite simple. Is there any way to retrieve the number of tweets (not the tweets theirselves, just the count) published on twitter by a period of time (let’s say within the last 10 minutes).

Moreover, would it be possible to group this count by region (like Europe, USA, etc).

No, there is no API that would provide this information. You would need access to the Twitter firehose to count the Tweets. By region, you would be limited by the fact that very few Tweets contain geo tag data, so you’d struggle to get any level of accuracy.
