New Behavior & Location Targeting Restrictions: One Location

In the announcement for Behaviors and Locations, there is a specification that there can only be ONE location targeted along with the Behavior.

if the user attempts to target additional locations, an error will be thrown

Is this 1 Country or 1 location? Meaning if I want to target specific States and behaviors, do I now need to have separate line items for each state?

It’s one location. You are correct. If you want to target multiple states along with behaviors, you’ll need to have separate line items for each state.

You will not need to have separate line items for each state. As long as all targeted locations are within a single country and the targeted behavior(s) are for that country, too, you should be good.
