New application permission and settings not updating

I just created a new application but have tested with an older one that is now deleted, but I am unable to update any of the settings on the applications. None of them, but most importantly I can not change the permissions nor the “Allow this application to be used to Sign in with Twitter” which is the only reason I am setting up the application.

I have tried from chrome & firefox but neither seem to have the settings changed, even after waiting 20-30 min.

when i tried to change old application callback url not changes too why???
