Multiple accounts or tokens

Hi, I’m gonna make an app using search API.

As far as I know, Twitter allows user to have multiple accounts with other e-mail address or phone number.

So I assume our customer who has multiple accounts gonna use several tokens from their accounts to get more bigger data.
(cuz, 1 standard API can bring the sampling data)
I’m wondering whether using multiple access tokens are against Twitter rules at once.

If this is not allowed, do I have to wait a few minutes with 1 access token until the end of rate limitation and try to use it again?

The developer policy states:

Do not do any of the following:
Use a single application API key for multiple use cases or multiple application API keys for the same use case.

You should not use multiple accounts to try to circumvent the rate limits for a single use case.
