More tweets from Streaming API since Apr. 2014?

Hi,

From beginning of Apr. 2014, Twitter gives me much more streaming tweets.
It was about 4 million tweets a day (I am using streaming API with filter), now it is more than 17 million tweets a day.

Is there a way to set how many tweets I can get?
17 million is too many for me.
