Mobile number record for existing applications

Regarding to this thread, new read/write applications should record a mobile phone number: New App Registration Flow

But what about existing applications ?
Does existing applications need to add phone number ?
Will there be a deprecation for currently used consumer tokens ?

Existing applications will continue to work, no mobile phone needed.

The consumer tokens won’t be deprecated.

Will there be an increase in rate limits for mobile number added applications ?

Regarding to @froginthevalley’s comment:

We are experimenting with new requirements, including rate limits and requiring developers to have a registered phone number on their Twitter account.

Currently, there’s no difference in rate limits for apps registered via any way. The main reason is to avoid spammy accounts and consequently to avoid a bad user experience.
