Lookup of IDs by email canceled? Seriously?

When was lookup by email address removed as a feature? I have a batch off 2,000 emails from an NGO and they’d like to go engage this group of supporters on Twitter - we think maybe half of them have accounts.

I loaded them to Gist which will dig and dig, but it’s a poor way to go about making a Twitter list. Is there some easier path to doing this?

Allow myself to be found by use of my email address is a setting in my Twitter profile - I see some tools that seem to lookup based on email address, one vendor has offered a matching service. I don’t understand why this is so complex.

Which vendor offers this service? The setting is for internal twitter.com discovery and has not been made into a publicly available API.
