Limit for track phrases

I would like to ask if 400 keywords limit is for 400 all used words in all phrases or 400 phrases in track.

I may be wrong, but i think 400 limit is for 400 “phrases” - https://dev.twitter.com/streaming/overview/request-parameters#track

I would also be very interested in an authoritative answer. I want to track a few hundred accounts. I currently use the streaming api to track them but I wonder when I will hit a limit?
