I rate limit my streaming, so does my friend/associate. We are both interested in the same filter.

Can I share my streamed tweets with my friend (assuming I have some different tweets than my friend)?

Failing that, can i share tweet id, user id and other ids for purposes of statistical analysis?

This is covered in section I.F of the developer policy. The summary is that you may share a limited set of IDs, not full Tweet data. You are also both subject to the rules on deleting data that has been removed from Twitter (I.B.3, I.C.3). There are also limitations on the manner in which the data may be used, which you’ll also find in the developer agreement and policy.
