IT Guru 25 years, cannot change Twitter BG? We need this to work tried IE, FF, Chrome, the code is hosed not tested. basic function that should work in 2014?

I have seen this error, and tried gifs, jpg’s etc…and the code is just not working…?

A public company should have basic function working…

changes to black …but not images…?
