Issue with 'related' parameter for web intents

I am trying to suggest others to follow my employer’s Twitter account after they reply to a tweet using twitter intents. I wanted to use the related parameter to accomplish this, but am having some trouble getting it to work-- it seems to ignore some accounts.

Here is a request that works:
https://twitter.com/intent/tweet?in_reply_to=32579487338074112&related=aplusk&original_referer=https://dev.twitter.com/docs/intents

Here is one that doesn’t:
https://twitter.com/intent/tweet?in_reply_to=32579487338074112&related=paulgraff&original_referer=https://dev.twitter.com/docs/intents

Is there a rule on how many followers you must have, or am I missing something else? Hopefully this is enough info, otherwise I can come up with more examples. I just noticed that smaller accounts I tried didn’t work, and bigger accounts did.

No such rules… but what might be happening is that the “current user” account is already following the related or suggested accounts. In that case, you (the current user) wouldn’t be displayed that “redundant” follow suggestion.
