Unfortunately no, it can only be done through the Activity API [which only works on going forward basis, and doesn’t have delete, so there is a compliance issue there too

Here is some information on the Account Activity API.
@Connexinet is correct, that it is a webhook-based product that delivers activities in real-time. We do not currently have a product that you could use for the use case that you outlined.
