I was going through the Twitter rules, and my confusion is about the messages that are considered spam.

If I want to say “hello” to a new user and ask about why they followed me, in one single automated message (no repeated messages), is it considered spam?
Even if the sender’s intentions are completely positive?

I think you need Welcome Messages for this, instead of sending the DMs manually Setting a default Welcome Message | Docs | Twitter Developer Platform (i’m not twitter though, but i know they rarely answer questions about spam)
