Is Flash acceptable in a Player Card?

Hi… I’m developing a custom Player Card, which will be a HTML5 audio player. We’re looking to add a fallback Flash player which would handle the actual playing of the media (all UI elements will stay in HTML5). Is this possible? Will the flash content be blocked in any way?
