IP blacklisted

I think my ips 209.51.196.243, 209.51.196.252 are blacklisted as it is returning no JSON response when queried via twitter rest api.
I wrote a php script to query the api every two minutes via cron job.
The script was running correctly until before 3 hrs. It had been running periodically from past four days.
Please unblock my ip and inform me on the api request frequency limit.
Http response code is 0.

Have you tried anything else to determine whether your IP is actually blacklisted? Are you aware of any activity on your IP address that would have potentially caused you to be blacklisted? What have you tried specifically from that machine outside of the context of your application? Are you interpreting error conditions correctly?

I think my shared hosting addresses 209.51.196.243 and 209.51.196.252 are blacklisted as it is returning no JSON response when queried via twitter rest api using php.
I wrote a php script to query the api every two minutes via cron job.
Please unblock my ip addresses. I have reduced the cron frequency now.
