iOS 9 Issue with URL Encoding

If I use the below Twitter widget Tweet button with the prefilled message “this+is+a+prefilled+tweet”

This works great (as intended) in all browsers (desktop & mobile), except iOS 9. In the scenario that a user has iOS 9 or higher && the user has the offical Twitter mobile application, the the prefilled message will include the +'s from the URL encoding.

Is this how it is intended to work? Anyone know a work around?

Encode query parameters using percent encoding (RFC 3986).
