Institutional infrastructure for Twitter Streaming

At our university, we are planning to set up a common infrastructure to support researchers interested in harvesting their own Twitter streams from the public API for different research purposes. While the researchers should be following the rate limit rules of Twitter, there is the risk of misunderstanding when multiple streams (although coming from unique individuals with unique applications) arrive seemingly from the same IP subnet. Is there a way that we can work with Twitter to avoid issues related to IP-banning?
