Is this option not displayed if hitting rate limits with auto-response tweet?

When a user retweets a specific tweet from the manufacturer
Determine if you are following the manufacturer’s account,
If you are following, we will automatically reply the result of won or lost.
In addition, a digital gift will be automatically sent to the winner by direct message.

It is expected that there will be many retweets for a major manufacturer, so automatic replies will exceed the API limit (300 in 3 hours).
Therefore, we would like to apply for the restriction cancellation (elevated POST limits).
