I am planning to design or use an API which can help me to configure my website with the Twitter tool so that when I post something on Twitter it can come to my website which is instadpdownloads com and I can collect the audience and share the stuff which I am selling to them.

You do not need to use the API to display twitter content on your webiste, you can use embeds from publish.twitter.com

If you want to show a preview of your site urls on twitter, you also don’t need the API - this is made using meta tags in your own html: About Twitter Cards | Docs | Twitter Developer Platform

I’m also planning to display my latest tweet on my site. I know of the embeds, but I was hoping that I could adapt the tweet’s looks by using the api, so that it fits better into my site style. Is that allowed, or do I always have to follow the display requirements?

I think you always have to align with the display requirements yes.
