I got notice saying I am ineligible to create twitter advertsing

I want to advertise on Twitter and I’m getting a message saying I am ineligible. I’ve spent an hour on your policy page and still can’t figure out why I’m ineligible… I want to advertise a new childrens book. Any info would be appreciated. Plus, website says to use HELP button on upper right corner of the page, but no HELP button appears

The Help? is more like a word at the top right and not a button (when you are logged into ads.twitter.com), the links in above FAQ might provide an alternative route to file a support ticket.

This forum is generally for Ads API questions so that is the reason I am locking this thread.
