What kind of library or framework are you using? Can you dig in further to determine if it’s a certificate error? What happens if you attempt to contact the API from the server environment your application runs in but not necessarily the programming environment? (Such as traceroute, or using curl, or similar).
It’s possible you’re not configured to support the new SSL certificates soon coming to api.twitter.com
