How to create a Dev Environment without affecting production using Account Activity Premium API?

We’re attempting to develop and a Twitter chatbot without affecting production/business as usual in a verified account (we use it for customer service so the prod environment shall always be running).

Tried to use the non-verified account as the dev environment but always encounter spam filter/limitation error like this:

Right now we’re only using the free Sandbox Premium API with 1 Webhook with No Retries feature. Need advice on this, either how to whitelist our non-verified Twitter account from spam limitation or making a limited/invitation only Dev Environment where not accessible by public in our verified Twitter account.
