How to count mentions of a @user?

Hi, on topsy.com, there is a feature that lists all twitters by a @user. They give the count as well.

Is there anyway we can also count the number of mentions for a twitter @user ?

Hi, the number of mentions can be counted by random data collection. this is coz all the records are recoreded in the memory of the network so the network operators are able to do random sampling
