How to check the Rate Limit with @anywhere

Is there a way of checking the rate limit status with @Anywhere (authenticated using the Connect Button) as you can with the API (https://api.twitter.com/1/account/rate_limit_status.json). If I use the API rate limit status it always says 150ph, regardless of whether the user is logged in via the Connect Button or not.

Alternatively how does Twitter handle requests over and above the users rate limit, can you get blacklisted?

I have a problem like this. I don’t know exactly when should I stop to request in the Streaming API. And the information in this link is a little confusing: (https://api.twitter.com/1/account/rate_limit_status.json). Which frequency do I need to put my crawler to sleep?
