How to check if a random tweet is promoted?

Using the ads API, can i check if a random tweet was promoted?
Or can i get a list of all promoted tweets by a particular twitter user?

Hi @MainSabkaBaap. Since my answer to you from the other topic, I asked people who know more about the privacy concerns, and it seems that whether a user promoted one of his tweets is private information. So nobody but the owner/promoter of the tweet, and the people targeted specifically, can see it and know it has been promoted.
