How to add Callback URL to the whitelist?

Hello to everybody.
I’m using API for my own app for almost year now. All was great but after Twitter made some changes I’m receiving the same problem every time: "Callback URL not approved for this client application. Approved callback URLs can be adjusted in your application settings"

The problem is that I can’t whitelist my callback URL. Can somebody pls explain me, how I can whitelist callback URL? And what I need to do to make my URL whitelisted? Can you pls describe the whitelisting process in details? I can’t see any whitelist section or smth like that in app settings section.

Hi there! Go to apps.twitter.com and tab over to the section that lets you configure the app. Add your URL there!

Can you pls tell me what wrong with them? Why error is still appearing?
Am I need to whitelist them? Or maybe there is en error inside the links?

IP Addresses are not valid fully-qualified DNS domains.

I have noticed that you can add IP addresses and localhost in the old interface (apps.twitter.com) but not the new one (developer.twitter.com/en/apps)

It is important that we are allowed to use non-fqdn urls (especially localhost), otherwise configuring our workstations for each developer becomes a pain (with max 10 urls limit).
