Apps are owned by individual accounts, not by groups of accounts. If you need someone to be able to modify the settings on apps.twitter.com then they will need to have access to the account that owns the app. We don’t have a concept of user groups or organisations etc on apps.twitter.com.
If you use Fabric for mobile app development, you can indeed have teams of developers that collaborate on apps.
