How does the MoPub allocate ad networks?

How does MoPub select ad networks to deliver ads? Is it a universal solution which only sending all the ad requests from a particular ad network to all the mobile app users of a particular publisher without considering differences in each mobile user or different mobile app users of a particular publisher get ads from different ad networks based on their reaction with different ad networks?

The waterfall for which networks will get the chance to serve first within a priority level depend on the ecpm values they are set to in that priority, whether in their respective segments or line items.

Higher ecpm networks get the chance to serve first and fall back to the next networks down in the waterfall if they do not serve.
